धनगर, कोळी, आगरी, वडार, गाडीलोहार, हलबा कोष्टी, गोवारी इ. समाजांना न्याय द्यावा यासाठी आजपासून उपोषण सुरू. खालील पत्र मी मुख्यमंत्री व पंतप्रधान तसेच अन्य ठिकाणी पाठवीत आहे. आधीच्या दोन पिढ्या ज्यांनी कोणत्याही गटात आरक्षणाचा लाभ घेतला आहे त्यांना आरक्षणासाठी अपात्र ठरवावे तरच सर्व ख-या वंचितांपर्यंत आरक्षण पोहोचून आरक्षणाचा घटनाकारांचा उद्देश्य सफल होईल ही महत्वाची मागणी आहे.
मी छोटा माणूस आहे. सरकारने माझे ऐकावे असले काही माझे वजन नाही. पण यामुळे अधिकाधिक प्रमाणात समाज जागृती व्हायला मदत होईल अशी मला आशा आहे.

Sub: Indefinite fast for the demand of correction/ addition of Dhangar, Koli, Halba Koshti, Agari, Wadar, Gadi Lohar (Ghisadi) etc. deprived communities in Scheduled Tribes category reservation
Respected Sir,
I, Sanjay Sonawani, writer and social activist have started indefinite fast for the above mentioned subject. It is unfortunate that though 64 years have lapsed after the reservation policy adopted by the Nation, proper justice have not been done with the many communities while fixing their categories. Moreover the mistakes done, such as in the case of Dhangar (Shepherd Community) no initiative has been taken by the state Government to correct it and provide justice to the community.
It is sad and paining thing that State Government failed to take any decision in case of the Koli, Halba Koshti, Gowari. Agari, Wadar and some other communities those fit into the norms of Scheduled Tribes as outlined by the Central Government but the State Government has been so far mute and deaf to their demands.
When Dhangar community is in the list of Scheduled Tribes of Maharashtra, wrongly mentioned as “Dhangad” instead of “Dhangar”, State has not taken any step in the direction to correct it. It should be noted that National Commission for Scheduled Castes, New Delhi wide MINUTES OF 29th MEETING OF NATIONAL COMMISSION FOR SCHEDULED CASTES (NCSC) HELD ON 03.12.2012 has explicitly included “Dhangar” in place of “Dhangad” in Uttar Pradesh. The same way anomaly was corrected by Madhya Pradesh Government. However the Maharashtra State did not attempt anytime to correct the anomaly in the list of ST of Maharashtra State.
It should be noted that the communities like Wadar, Gadi Lohar have been suffering from social injustice and living impoverished life fighting against the odds. Koli, Agari, Halba Koshti, Gowari are seeking their inclusion in the list of Scheduled Tribes. They ethnologically and in social backwardness fit into the norms of the Scheduled Tribes as outlined by the Central Government and yet State Government has not paid any heed to their demand.
Also it must be taken into the consideration that in light of social justice it has become pertinent that those who have taken benefit of the reservation for two previous successive generations in any category be banned from granting any benefit of reservation under any category.
Unless the above step is taken there is no scope of justice for all and it will give rise to the inequality which is against the principles of the reservation.
Therefore I humbly demand that:
1. Due steps be taken to correct the anomaly and replace “Dhangar” in the place of “Dhangad” or issue an ordinance to the effect that the Dhangar’s be given Certificates as “Dhanagad” and make them eligible for the benefits under the category.
2. Take the immediate steps to include Wadar, Koli, Agari, Halba Koshti, Gowari, Gadi Lohar and other tribes/castes that fit in to the norms of Scheduled Tribes in the list of Scheduled Tribes of the State.
3. The sub-category of Nomadic Tribes be abolished and the castes/Tribes listed therein be given SC or ST status as per their social status.
4. Reservation benefits be limited to two successive generations and no benefit after that to be extended to expand the horizon of Social Justice,
I hope you take seriously above demands and take the adequate decisions and actions to give the justice to the depressed and deprived classes of our society. My fast will continue till the above demands are met with.
